DESCRIPTION: The Resident ServicesOffice (RSO) supports the housing
programs of the Lawrence-Douglas CountyHousing Authority (LDCHA).
The RSO Director develops, implements and overseesprograms and
services provided to families receiving housing assistance
throughLDCHA programs including public housing, Section 8,
Transitional. Servicesfocus on employment and self-sufficiency,
homeownership, youth, healthy agingin place and Moving to Work
SUPERVISION RECEIVED AND EXERCISED: Receives direct supervision
from ExecutiveDirector.Exercises direct supervision over 6+
full-time staff.Exercisesindirect supervision over 7 additional
staff and volunteers.
ESSENTIAL RESPONSIBILITIES AND DUTIES --- Important
responsibilities and dutiesinclude, but are not limited to, the
- Hire, train, superviseand evaluate all department staff,
interns, and volunteers. Lead staff incrisis response and advocacy
- Create and administerprogram policies and procedures across
multiple grant projects and activitiesto ensure stability and
consistency in program implementation.
- Supervise the trackingand collection of data for all reporting
requirements, and accurate and timelysubmission of data and reports
to supervisor, funders, and LDCHA Board.
- Conceptualize andwrite federal, corporate and foundation grant
applications to fund operations,services, and programs. Identify
appropriate solicitations, develop programnarrative and objectives,
compile statistical data, leverage resources, andformulate
- Work with programfacilitators and service providers to deliver
grant related trainings,workshops, and other activities. Negotiate
contracts for services. Providesupervision and evaluation of
contractors to ensure compliance with grantguidelines.
- Administer and monitormulti-year federal and private sector
grant budgets and expenditures. Work withfunding agents regarding
budgetary revisions, extensions, and other issues asneeded. Ensure
compliance with all grant requirements.
- Prepare progress reportsin accordance with federal regulations
Submit appropriate documentation ofprograms, services, and
activities to LDCHA management, program staff and HUD.
- Network with areaagencies for program collaboration and
outreach to increase access to resourcesfor residents.
- Serve as a LDCHArepresentative to build and strengthen
community partnerships as well asrepresent the LDCHA at all local
and state meetings, conferences, and trainingsto advocate on issues
concerning low-income families.
- Maintain program filesin accordance with grant regulations.
Audit FSS files periodically to make surethey contain necessary
documentation and tracking data. Other important duties and

for adult and youth programsto meet grant and agency
- Liaison withresidents, resident associations, and other
external housing advocacy groups onhousing issues.
- Oversee the contentand distribution of the department's annual
program survey among public housingand Section 8 residents.
- Facilitate staffmeetings and participate in management meetings
- Oversee developmentand distribution of marketing, recruitment
and outreach materials, newsletters,and activities
- Provide support andassistance to resident that helps them meet
compliance requirements of theirhousing program.
Knowledge of:-- Principles of grantapplication and compliance,
supervision training and performance evaluation.Pertinent federal,
state, and local services and programs for housing andlow-income
persons. Ability to:
- Plan, organize, direct, and coordinate thework of supervisory,
professional, and administrative personnel, delegateauthority and

procedures, and techniques.

EXPERIENCE AND TRAINING GUIDELINES:
Experience:-- This position requires both grant writing and
programmanagement skills. Requires experience working with diverse,
low-incomepopulations and be familiar with affordable housing
issues, and able to workwith other departments and staff.
Training:-- Requires master's degree in a relevant fieldwith
experience in program development, grants writing and
administrationand/or supervision or hold a bachelor's degree with a
minimum of three yearsexperience in program development, grants
writing and administration and/orsupervision.
Environmental Conditions: --Indoorand outdoor environment; working
closely with others; high levels of publiccontact; operating a
motor vehicle; occasional evenings, weekends and overnighttravel
required. Physical Conditions:-- Ability to meet the following
essential physical requirementswith or without reasonable
accommodation: physical condition necessary forlight to moderate
lifting 10-25 lbs; sit-ting for extended periods of time;bending,
keying; talking and frequently communicating with participants;

must. Familiarity with HUD policiesat the national level is

community revitalization, and strong understanding of HUD andLIHTC

long-range planning,the ability to research and evaluate new

experience,preferably in public sector and/or non-profit
management, and at least 5 yearsat the senior management level with
a large, multi-functioning organization.Candidates should have
experience in developing and managing affordable housingproperties
and programs. Experience in Public Administration is a plus.

planning,administrative management, program management and

HCV/Family Self-Sufficiency Program Coordinator- Appleton City or
Raymore MO The HCV/Family Self-SufficiencyProgram Coordinator is
responsible to the HAP Director for the planning,implementing, and
evaluation of the Family Self-Sufficiency Program inaccordance with
regulations and policies of the Housing Choice Voucher
Program.--The HCV/FSS Coordinator will provide complete case
management related to thefamily's participation in the HCV and FSS
