Park, KS***-- -- Primary Responsibilities:
--Lead Contract Management for
specified business units in all facets of contract formation,
negotiations, and contract management/administration.
Support development, evaluation, and
updating of subcontract terms and conditions.
--Contribute to the development and
execution of short and long range objectives, and the development
of strategic and tactical plans.
Responsible for developing
contracting processes that ensure adherence to the KCNSC
DOE/NNSA-approved contractor purchasing system.
Ensures strict adherence to
established, approved procurement processes to comply with DOE
procurement requirements and regulations.
Assists Director of Contracts/Sr.
Contracts Mgr. in evaluation and implementation of Prime Contract
flow down requirements to subcontractors.
Provide guidance for and serve as an
escalation point for Contract Terminations.
--Demonstrated expertise within the
field of purchasing and contractor procurement compliance.
Maintains approved Contractor
Procurement status for KCNSC through extensive review and adherence
to regulatory compliance standards.
Interface with multiple business
units to formulate and implement contracting and procurement
systems and tools utilized in Kansas City, New Mexico, and the
Supply Chain Management Center (SCMC).
Support Contracts related audit
activity.
Functions in a lead
technical/advisory role providing guidance to the business,
especially Purchasing, Supply Chain Management, & Global Security
regarding contracting activities.
--Perform procurement file reviews
for large, complex, and high risk procurements.
--Lead and Manage Non-Disclosure
Agreement process for the business.
Responsible for External Research and
Development (ERD) Contract Placement and Contract Management.
Responsibility for communication and
training of best practices in process for contracts management to
the business.
Review and update contract templates
utilized across the business.--You Must Have:
At least seven (7) years relevant
compliance, contract management/administration, or
purchasing/sourcing/supply chain experience.
Bachelor's degree in business or
technical discipline.
Requires strong communication skills
(both oral and written).
Ability to work independently and
provide consultative advice to all levels of management and
employees.
Ability to analyze DOE/Government
procurement procedures.
Goal focused; ability to prioritize
constantly. Sound business judgment and ethics.
Must be able to obtain and maintain
DOE "Q" level security clearance.-- We Value:
Prefer two plus (2+) years or more
experience in government contract administration.
JD, MBA, paralegal, or Certified
Purchasing Manager certificate preferred.
Experience drafting/managing
(preferably Government) large dollar construction contracts.-- --
